Iv , and Interstate Relations

چکیده
Article IV imposes prohibitions on interstate discrimination that are central to our status as a single nation, yet the Constitution also grants Congress broad power over interstate relations. This raises questions with respect to the scope of Congress's power over interstate relations, what is sometimes referred to as the horizontal dimension of federalism. In particular, does Congress have the power to authorize states to engage in conduct that otherwise would violate AHicle IV? These questions are of growing practical relevance, given recently enacted or proposed measures — the Defense of Marriage Act (DOMA) being the most prominent example — in which Congress has sanctioned interstate discrimination and other state measures seemingly at odds with fundamental precepts of horizontal federalism. These questions also are significant on a more conceptual level, as they force clarification of the proper relationship between Congress and the Supreme Court in horizontal federalism disputes.

What Do They Do When They Aren't Fighting? Event Data and the Nonmilitarized Dimensions of Interstate Rivalry
Recent research has shown that interstate rival adversaries account for most interstate conflict, and that militarized relations between rivals become more conflictual as the adversaries accumulate longer histories of conflict. The existing research on rivalry, though, has focused almost exclusively on militarized relations between rivals; little is known about non-militarized or cooperative re...

In this paper I study the relationship between political democracy, interstate rivalry, and militarized interstate conflict. Past research has shown dyadic democracy to have a strong pacifying effect on relations between states; democracies have rarely if ever gone to war against each other. Much of the research in this area has been static and cross-sectional in nature, though, overlooking the...

I propose an evolutionary psychological perspective on wars and suggest that the ultimate cause of intergroup conflict may be the relative availability of reproductive women. Polygyny, which allows some men to monopolize all reproductive opportunities and exclude others, may increase the prevalence of civil wars, but not interstate wars, which did not exist in the ancestral environment. The ana...

So long as child support enforcement was entirely the legal domain of the states, it was nearly impossible to pursue claims across state lines, and interstate claims were characterized as the “black hole” of child support enforcement. The Uniform Interstate Family Support Act (UIFSA) clarified lines of authority, opened state IV-D agencies and courts to interstate claimants, and invented powerf...
